11 Monitoring
Under the terms of the Computer Misuse Act 1990, the Human Rights Act 1998, the Data Protection Act 1998 and the Regulation of Investigatory Powers Act 2000, UWL has a clear right to monitor all computing activity on campus.
This also extends to monitoring the activities of Users who are off campus, if they connect via the Internet or by dial up to access the resources of UWL.
Such monitoring will for the most part be automated, so log files and personal e-mails, files etc. will not be routinely seen and read by UWL. However, it must be clearly understood that UCS Technical staff are authorised by the Vice-Chancellor to look at such material in their daily work, without notice to Users, especially when investigating technical problems with any aspect of the computing service provided, when investigating possible breaches of this AUP, or when investigating possible illegal activity.
Users should be aware that active monitoring is carried out to determine what web sites are currently being visited by users, and what search terms are being entered into search engines such as Google. Any activity that it is suspected may lead to this Acceptable Use Policy being contravened or that may bring the University into disrepute will be investigated and may result in disciplinary action and/or withdrawal of computer access.
The information that may be extracted about any User’s activities includes but is not limited to:
- What PC they logged into the network from
- When they logged in
- When they logged out
- What files they have created, looked at or deleted on the network and when
- What files they have printed, through which printer and when
- When they changed their password (but UCS do not know what the password is)
- Who e-mails have been sent to
- Who e-mails have been received from
- What the Subject of the e-mail was and what the body of the message said
- Whether the e-mail had attached files and what those files contained
- What web sites have been visited, how frequently, for how long and what files were downloaded and viewed
- What search terms were entered into search engines, e.g. Google
- What network bandwidth has been used (which may indicate forbidden software is in use)
Copies may be made and kept of e-mails and data documenting the use of e-mail, for the purposes set out above. The University may bypass any password you set. These records are retained for a reasonable period.
The Manager of Computing Services is responsible for ensuring that the staff within UCS are monitored in exactly the same way as all other Users, and UCS staff are in turn responsible for ensuring that the Manager of Computing Services is monitored in exactly the same way as all other Users.
Should the integrity of UCS itself be called into question, the IT Services departments of either University of Wales Aberystwyth or Swansea University should be asked to investigate.
